On a weapon, does the mag.attck stat represent the dmg range of nuke or does it represent the dmg range of a buffed weapon attack? Or both

it just represents the magical attack ur weapon does, say when using imbue while attacking a monster.

How about the magic balance? If it's low does it means the magic attack that u can deal is lower? I saw a pure str glaiver with 29% magic balance but still can deal 3k-4k damage when he PvP with fire imbue on. how come with such a low magic balance he still can able to inflict so high damage?

Jup, but he uses his imbue which adds some extra damage. when ur magical balance is high, it will add more damage using for example imbue.
